Job Title: Purchasing Manager

Summary Directs and coordinates purchasing department; provides product knowledge training and market information sources for buyer growth. Encourages best practices in purchasing methods and food safety awareness; minimizes costs while enhancing profits. Interface with internal and corporate management providing information requested or as needed. Provide structure and substance for the department to move forward working on continuous personal and professional improvement. Act as department advocate when necessary.
Essential Duties and Responsibilities
1.Locate suppliers of materials, equipment, services, packaging and supplies. Determine qualification status; outline requirements in supplier qualification packet along with all technical data requirements as well as ensuring qualification to internal standards (Supplier Qualification Procedure). Approves use of emergency and secondary suppliers and their qualification to internal and SQF requirements. Negotiate cash discounts, payment terms, and logistics to best possible advantage
2.Interface with suppliers along with responsible buyers to develop and implement contract, favorable pricing strategies and acquire current and applicable market information. Oversee Supplier Performance Review process.
3.Prepare request for bid, or which ever process is appropriate for products being evaluated, contacts vendors for quotations, analyzes bids received, negotiates and prepares contracts, monitors contracts, and works with buyers to coordinate process and standards of performance.
4.Manage purchasing department budget; interview, hire and oversee training of staff. Provide ongoing training opportunities.
5.Analyze market and delivery systems to assess present and future material availability. Develop and implement purchasing and contract management instructions, policies and procedures.
6.Participate in the development of accurate product specifications. Resolve supplier or contractor grievances and claims.
7.All employees are responsible for upholding the principles of SQF 2000.
8.A trained designee will be appointed by management to cover for absences and vacancies.

Supervisory Responsibilities Directly supervises employees in the Procurement department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Bachelor's degree (B.A. or B.S.) from four-year college or university; or a total of five years related experience and/or training; or equivalent combination of education and experience.
Institute of Supply Management Procurement certification preferred
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of Contract Management software, Order Processing Systems, Internet Software, ERP systems, Inventory software; Manufacturing software; Spreadsheet software and Word Processing software.
